Documentation:
Indicates whether the empty tank is subject to hazardous goods regulations after delivery at point of destination. The values for this element would be the same as those of HazardousClassPrimaryCode, however, some products may change from hazardous class #9 (Miscellaneous - substances transported at high temperatures) to non-hazardous when the tank is emptied, as the hazard would no longer exist. If the empty tank is not classified as hazardous, then 1) do not use this element OR/ 2) send value of zero (0).
