Documentation:
NotifyCompetencyDefinitions is used to inform the receiving party that an event related to a CompetencyDefinitions has occurred or a CompetencyDefinitions has been created or modified. CompetencyDefinitions Contains structured information about the semantics associated with a one or more competencies. A Reusable Competency Definition (RCD) is reusable in that it is without a specific context. In other words, it is a definition of a competency not yet associated with a person profile, position, or learning object. Notify is a "Action Verb". ActionExpression(s) represent and communicate data management instructions. XPath is the default expression language. The actionCode attribute (Add, Change, Delete, Replace) specifies the action taken. The data entities being managed are represented as elements of the CompetencyDefinitions noun in the BOD instance.
