The purpose of the NotifyProductionPerformance is to synchronize the information known about ProductionPerformances between systems. The NotifyProductionPerformance MUST be generated from the system that own the ProductionPerformance and sent to systems that count on the sending system to maintain the ProductionPerformance information. This information is provided as information it is up to the receiving system to determine what to do with it.
